国际服升级3.17.1后永久补丁打了没用？

【内置繁体汉化永久补丁V2(韩转繁)使用说明】
1.先打上补丁
2.打开客户端主程序，左上角语言图标选最后一个（韩国的图标）
3.有提示点确定，就切换成繁体了

我是按照说明切换韩语，但是并没有繁体中文出现，是我那个步骤没做对吗？
又重新运行了补丁，终于看到了一个错误（如下），似乎补丁没用了？
